H.R. 7521 / S.136 — End the Trade Embargo
H.R. 7521, the United States-Cuba Trade Act, would repeal or amend several laws codified over decades that restrict trade, exchange, telecommunications, and travel with Cuba. Introduced in the House by Rep. Jim McGovern, it would restore normal trade relations, remove caps on remittances to Cuban families, and allow American businesses and travelers to engage with the island freely. The companion Senate bill, was introduced by Finance Committee Ranking Member Ron Wyden and co-sponsored by Sen. Jeff Merkley.
S.J.Res.124 / H.Res.153 — Invoke the War Powers Resolution
Senators Tim Kaine, Adam Schiff, and Ruben Gallego introduced S.J.Res.124 to ensure any U.S. participation in hostilities against Cuba is explicitly authorized by Congress. The Trump administration has imposed a military blockade of Cuba and made repeated threats of direct military action, none of it authorized by Congress. The resolution states that the use of U.S. Armed Forces against Cuba, including conducting a blockade, constitutes the introduction of forces into hostilities under the War Powers Resolution, and directs the President to remove them unless Congress explicitly authorizes the action. H.Res.153 is the House companion resolution.
